I have always assumed the rule is there to stop you from using the bumper as a 'torque tube'.

If you can repair the bumper, you COULD make it stiffer and, if you repaired 5 of them (or more) you could offer your driver a range of stiffnesses.

Whether you really CAN alter the handling by changing the stiffness of the rear bumper may be a separate line of discusion.
