It isn't the job of the MSA to support or not support a particular class. The MSA have a set of rules that enables all classes the same opportunity to gain drivers, or new classes to start.

It is up to drivers to decide what kart they want to drive. Trying to buck the market would merely make less sense as people went to drive non-MSA in the class.

Rotax 'works' because drivers choose to do it. OK, there's a certain degree that traders will push certain karts because they have a bigger profit margin and Rotax is one of the classes most pushed.

Driving standards are also down to drivers and parents. As has regularly been said, people get very angry about other people's non-compliant engines that might make a tenth per lap, but are happy to either drive or tolerate driving that makes seconds per lap. Indeed, it is regularly noted here that driving illegally on one bend at Rye will save half a second a lap!

But again, it isn't the MSA's job to improve driving standards. There's a set of rules and people to enforce them but proving that an offence took place can be difficult. If there is no complaint about a driver who crosses kerbs or shunts people off the track, then the officials must to some degree assume the poor standard is condoned by other drivers. (often because you know that eventually you are going to make a mistake yourself and appear to deliberately remove someone from the track and apologising in parc ferme doesn't always work.)
