Blame Rotax for not fitting a keyway in the first place.
The threadlock will look crusty once it has dried.
If it has come loose twice the fault may well have been there before the engine builder had the engine for a rebuild.
I find that if it comes loose twice after being torqued up correctly, it's better to lap the backplate on to the crank taper to bring it back to a full contact fit.
Is this an old style?
If it is, there could well be cracks in the backplate emanating from the centre hole to one or more of the satellite holes around it.
If there are cracks, then it doesn't matter how tight you do it up, it will come loose.
