The event 'rules' are composed of the blue book and the supplementary regs. These are comprehensive works of small print. In the time allocated to drivers briefing, it would be impossible for a CoC to communicate this content in its entirety to the assembled group of drivers and their parents/guardians.
Put another way, if a driver showed up at the briefing with his/her blue book and supps..., opened it at page one and began questioning the CoC on each and every clause contained therein, in front of all drivers, would the CoC actually tolerate it ? I don't think so.
In its current guise, the drivers briefing is a waste of time for everybody except for a green novice.
