Fast driver in TKM/Rotax/Prokart/Cadet is usually fast driver in anything.
Saying one class teaches this and another that is a bit far off. A rotax in the wet is similar to TKM in the dry on the old TKM tyres. Learning to get the most out of the grip you have is relevant in ALL classes. I would say in ALL classes you need a driver who can adapt to the conditions and read the grip.
Drop a naff TKM driver in a rotax, and he still be a load of rubbish (and vice versa). Rotax has taught me to be INCREDIBLY smooth compared to how I used to drive a 100cc or a TKM (and I won in both).
Yes in TKM feels great to be able to do more with the kart on entry and exit, but I wouldn't say it makes a better driver by any stretch!
