New baffle can mean nothing as some break ver fast.Some btm end (cranks)never get and float on there own and need a engine builder to help it.
Clean the filter in mixed fuel and that is a easy way to clean and oil it.
Check the blade for build up and is clean and some oils make them slow at moving especially when cold.
