I have just got off the phone to the national physics laboratory and they said 8.0 degrees C is pretty much anything from 6.0 deg C to 10.0 deg C.

Also note the physics lab is comming out with a new tool like Crocodile Dundee used in his film to make a telephone call. You just swing it above your head and depending on what tune it makes, is the current temperature. So keep looking at the news page for the release of this new gadget :-)

And the answer to your question james b is few if any weather stations are calibrated. So every weather station will give different readings give or take a couple of degrees c either way.
