True, but this rule doesn't negate any others. The offending driver could still be excluded from the meeting, losing the ability to drop that round and having to score 0.
Only draconian measures such as this have any chance of altering attitudes. The technological solutions only serve to increase costs (Uniloggers, GoPros, bodywork, cameras around the track etc) and have done nothing to improve karting.
The loading into the first corner has escalated because the few doing it were not punished. Most drivers don't have the intention of gaining from it, they just know that the only way to survive being loaded, is to load the one in front.
