David,

I am one of 'Draco's biggest supporters. I've never found anything that works better than RIGID enforcement of rules... because it:-

* works better
* is cheaper to apply
* lasts longer
* contains the RIGHT moral code (cheats get punished, the innocent are protected))
* promotes trust between karters and officials
* works faster, i.e. 2 meetings of STRICT rule application would be enough to change attitudes!
* etc. etc. etc..

Enforce the damned rules and PUNISH the guilty ones no matter HOW 'famous' they are. "Equality under the Rules" would be my motto.

That does mean that I'd also set 'kerb' rules and apply those TOO!
