I had the same problem and can't help much as decided to get rid rather then mess around with it (with fault disclosed before anyone asks). What I can tell you is it definitely wasn't the carb or the ignition coil, ht lead, spark plug or the fuel system.

That said, others have had a similar problem and it was caused by the tank breather bore being too small creating a vacuum in the tank. That wasn't it for me though.

I asked a few engine people but nobody had an obvious answer so you may end up in the realms of trial and error with various bits. Could be cheap like oil seals, could be expensive like ignition.
