Are you putting tape on the rad?

Hooten is a difficult track for consistency, can be very green at times which affects your bottom revs which leads to a reduction in top revs? You should really focus on your bottom revs, especially at a track like this.

If your having trouble its probably easier to get your carb/engine dynod just to check their isn't a fundamental issue - if your down on experience you could chase your tale for ages and be non the wiser? Eliminate the variables, set at standard and on the base gearing like Bucky has suggested and then go from there.
