...assemble a kart from all the individual components, and that reason is simply COST. Sourcing and buying each part individually is a major task ( there are more parts than you may realise !) and the costs add up quickly. You also risk a miss-match situation when you attempt to bring that many individual components together from different sources. Conversly, complete karts or rolling chassis are readily available , often very cheaply, with all the parts ready fitted...... ....so there is no advantage in the "assembly" approach. The complications get worse if you contemplate MAKEING any of your own components , such as the chassis.
