If he is consitant and safe then there is now reason not to put him up, you could ask the opinion of the Chief Marshall on the day for his opinion as well.

If you time the drivers in the session above yours, if he is within say 3 seconds get him up and then he will learn off them. If he laps at the same pace as the slowest then you definaltey move up.
