We've raced in classes (cars) where the rule was "one new set of tyres per meeting." A meeting was usually Qualifying and a Race but at a double header, the meeting was Qualifying and two Races. For a normal meeting, we used two sets of "new" tyres and at double headers, three sets of "new" tyres. All you had to do was scrub the "extra" sets in during testing and they'd be the tyres you started the race on.
Whilst not in the spirit of the rules, it was within the rules (and expensively so at £700 a set). It just goes to show how officials and governing bodies can have the best intentions but rules will have unintended consequences and competitors will always take advantage.
