Simply butt welding the two tubes together is unlikely to be durable in the long term. An internal strengthening sleeve is much better, or if it goes back to Gillard perhaps they could fit a new seat tube. Bronze welding (not brazing) with a Nickel-Bronze rod is by far the best method.
