If you're asking whether a new (as in unused) chassis is faster than a used one, then I would say yes, even for a novice. However, as some people have already stated, whilst there will be time in the chassis, there will be a whole lot more time in your driving. So much so that, by the time you're on the pace as a driver, your chassis will be off the pace.

If you're asking whether a new chassis (as in model) will be faster than an old one, I would say so long as you have a chassis from this homologation period or the last one (e.g. The Sidewinder or the Viper for instance) there won't be a lot in it, if anything at all.
