Of course it's due to the G forces, but to be able follow the fuel (which also moves due to G forces) the weight must be free to move. You should be aiming to have the weight just skim the bottom of the tank when stationary.

The better tanks have a much smaller section at the bottom restricting how far the fuel can move. Why all tanks don't have this is a mystery.

Back to the original question. Assuming you are meeting the regs as discussed above, when you're next testing, run your tank pretty low. As soon as you start getting some fuel starvation, come in and mark your tank at the level of the fuel. Add lead to meet the minimum weight at this level of fuel and you'll never be underweight but will be very close.
