The carb settings should be set to be at optimum when on the circuit, not to maintain idle speed. The circuit is where all the driving takes place afterall.

To increase idle speed make sure you have the idle screw in backwards (i.e. the throttle closes on the screw head). Also set the tickover fairly high to help reduce the risk of stalling on circuit.
