Yes, individual changes are hard to spot and understand, but cumulatively they can and often do make a difference. Of course all this assumes that you already have a handle on small changes to other thing that have a larger effect, such as tyre pressures, track width and ride height.
The premise though that just because you can't feel the difference, it's a waste of time, is plainly rubbish. Just look at F1 where minor collisions often end in finely sculptured minor pieces of bodywork getting knocked off. More often than not this has little effect on the cars pace, but this doesn't mean the part wasn't doing anything, just that on its own the difference is too small to be seen, even with the very best driver.
