Are you trying to start the engine with your foot opening the throttle? Because the Max carburetor throat is so large, a Max will not start using a foot full of throttle. You have one of the main ingredients to start an engine which is fuel. It also need air and a spark at the correct time. Have you changed the plug, sometimes they will not spark under pressure but will spark when held on the engine. Check the ignition switch as the newer micro switch units are dire if they get wet, the old type fusible switch are very reliable. I would recommend getting someone who has an engine that starts first and asking if you can swop the coil, carburetor, ignition switch and plug.
