He probably does not have the 'Wrong jets' fitted but what he probably does have is a more suited combination of jets, emulsion tubes and flots fitted.
Unfortunately if you are racing in Rotax you are bound by the rules to use a specified combination of internals for the class with the only option being float weight and primary jets of which there are only 2 possibilities plus 2 venturi options and 2 needle options.
We may well bemoan the rules for applying these limits and restricting optimum carburation but the bonus is that it actually keeps the costs down. Whereas if the restrictions were removed this would add another huge area for investment in jets, carbs, Dyno time, testing & set up time to be on the corrct settings to be competetive.
