Mechanics nightmares. I can only imagine that the 3rd bearing is a hang over from the 1980/90 of (possibly) softer chassis and super sticky tyres. I cannot remember using the 3rd bearing in either 100 Nat or ICA, both Tonykart or Birel. But you know drivers, if it's not there to try they moan like mad. Have to have it available for testing and then remove it for racing. Drag, friction etc. Pain in the ar$e. I imagine that it could possibly be of use on some circuits. The non symetrical stiffening of the axle might improove cornering in one direction, which direction I do not know. Maybe there is someone out there who knows/believes otherwise and always runs with it in?
