Hi David. Your motor will have to have a JAG log book and seal to be used in any MSA meeting, and I also understand that many of the venues that run non MSA events also require Log Booked engines.
AS for your question about new motors needing 'breathing on' or 'fisched' the latest range of rotax motors appear to be very good out of the box, indeed if you are going down the route of buying a new one it is probably a good idea to put some hours on it first as it may well be excellent without spending extra cash on having it looked at without even knowing what you have in the first place.
