Is the kosmic brake self-adjusting/floating disc?

You need to strip the caliper and master cylinder, clean thoroughly, replace all the seals then rebuild. Bleed with new fluid (preferably from a new bottle of brake fluid).

On a self adjusting system (and any brake in general) you should be careful when you apply brake cleaner. Brake cleaner perishes the seals.
