I'd suggest strip & clean. Check the bearings and decide whether new needed. In any case, get new grub screws - any decent nut & bolt supplier should be able to supply longer (10mm) grubs - NOTE: they are usually a fine thread. The extra length will ensure the zip ties have something to bind on. Re-drill the axle with the bearing rotated 60 deg from existing and dont go too deep. Make sure both bearings have the same orientation so the grubs don't apply any offset to the axle. Tighten grubs progressively starting with the 'same' grub on each bearing. Use blue loctite. Alternatively, you could get bearings that use a locking collar instead of grub screws.
