The MSA is the governing body but does not directly control all aspects of karting.
If you prefer timed qualifying to the front-middle-back type grids then take that up at your club's AGM as they can decide on the race format.
Pass comments up through your club to the ABKC as they may have more influence over clubs and class regulations than the MSA.
Tyre choice is usually with the class promoter but the club or series organiser can decree tyre use (Super1 has limited the number of new slicks in cadets).
Perhaps one way of reducing cost and improving driving standards would be for club championships to only allow one/two chassis to be registered for their championship (same with engines) and then deduct championship points if the driver wants to register a new chassis/engine.
At the end of the day you will not take the cheque books out of karting. Maybe lots of ways of reducing costs have been tried and let go because of lack of support.
Initiatives such as honda cadet clubman at Buckmore and TKM at Shenington help keep costs down but even these have not attracted massive numbers.
