As a first step you should arrange to try it on a quiet day.
If he can get round the track in anything like a reasonable time then you could see about doing an official world record attempt.
You would then be able to contact your local tv and radio station to ask if they would cover the event. I doubt if you would be able to sell tickets but if the attempt was during a break on a race day you may raise a bit from the drivers etc.
First though I would do as Ian suggested and try it on a simulator.
