Bottom line is the seals didn't work. It was widley known that certain engine builders of ill repute were able to open the seal, work on the engine and then close it up and make it appear untouched.

That and that fact that the cadet class was on its knees as the only sealing agent wouldn't know what made one engine good and another kack.

Leaving the engines open creats more equal engine performance as the builders are able to optimise performance. yes there will still be monsters out there but it removes some of the inconsistencies and at least the customer will know what he has in relatioin to others.
