first thoughts are that the valve clearances may be too tight, stopping the valves shutting.
So, to cover a list of checks:(if the timing marks align then no further timing worries necessary)
# are push rods straight and in place correctly@ # are v/v clearances ok? (set on the large side to start with) # is spark strong and repeated? # is spark plug cap tight? # is plug wet? replace/clean # are carb joints complete and in right orientation? # is carb clean and choke working ok? # is on/off switch ok? If you have a second engine then substitution from a working engine can narrow down the troublesome part/s. Let us know how you get on.
