Might be true in two strokes, but the difference between a box stock Honda GX160 and a good legally tuned one can be measured in several seconds, not tenths. The difference between tuned engines is debatable but even then there is probably up to half a second depending on how much money is being spent.

The best valve spring GX140 or G4 varies depending on engine, driver and gearing. The G4's are not always better.
