Few years ago now my dad had a twin engined prokart outfit that we just got track time on (was easier than trying to find circuits that would take a 125 gearbox).
We decided to do back to back testing. Same day, same tyres, same conditions. Two runs on regular pump fuel, two runs on the same fuel with a "performance enhancing additive".
Result. 0 time difference!!
I did 30 laps a run, averaging out with exactly the same average lap time from all four runs, and nothing more than a tenth and a half variance between the fastest lap times in all four sessions.
I wouldn't worry about fuel testing necessarily. Tyre testing would be something I'd focus on
