I don't think there is a figure for minimum overlap.
You are the person driving the kart, you are the one having the accident if your wheel falls off.
As a general rule, I would not want to run a single bolt rear hub with less than 50% overlap. (ie the axle goes at least half way through the hub) Usually then, if the hub becomes loose it tends to slide in, not out.
The hubs must be run with endstops. In the past it was known for loose hubs to ride all the way in and the bearing securing bolts to rip out the sidewalls of the tyres
Every now and then the scrutineer will check the overlap. Why not ask a scrutineer on a Saturday what he would be looking for?
