Lots of good idea's. But also lots of flaws unfortunately!
Keen scruteenering is great, but with low grids no race organser will stump up the fee and pay for one, whether its evasive or non-evasive. When I raced a Pfi a few years back the top 3 plus 1 random took there engines home in bits. I here thats a rare thing now.
Pooled tyres and engines are a great idea, but again who is to pay for the tyres and engines? If you race at multiple tracks you don't want to leave tyres/engines at one circuit especially if you only race there on occasion.

I think there is some mileage in the allowing tuning route, you would'nt need a scrute, no one can be accused of cheating, and if applied to the T1 range of engines which mostly are being cast aside in favour of the T2 it would be a good use of old engines. Keep the current regs for T2 (or even T1 also)and anyone who wants to run to them. It could be run alongside current rules and I doubt there would be need for separate grids, keep the bridgestone tyre as is. I would hope theres a few guys out there who would like to have a go at tuning without the stranglehold of the current regs?
There would have to be some guidelines tho to stop it getting silly or before long someone will turn up with a nitrous kit or a supercharger!!

I'm all for value for money, but I'm not sure its just that either. Dave who runs the Teesside sprint series charges £35 for a practice session (which has been known to last an hour!) 4 heats and a final. Thats great value for money!!! even by yesteryear standards. Its also well run, but are poeple queing up to get in - nope, average size grids.
