As far as I'm aware, the problem is:-

1. If the bolt isn't sufficiently tightened up, the rear wheels will spin when chocked up, but once under load with someone in the seat, the kart won't move although the engine will rev its nuts off.

2. If it's tightened too much, then the rear wheel won't move at all and the kart won't roll.
