What chassis do you have?

I used to set my daughter's kart up with the hubs near enough at the end of the axle (perhaps no more that 10mm in from the end but on occassions tight up against the circlips) and then play around with the front width to get balance and/or loosen and tighten the rear bumber. This was for a Trulli/Tonykart, however, and each chassis will have it's own charactoristics.

Weight distribution will play a part and with carrying full lead you may find a more conventional set up works - right in at the rear does not sound right but there is not short way to find out ither than test.
