Yes, but it's got to be policed and then only those who invest in a noise meter and a dyno will be able to squeeze the most performance. Even within the existing shell, I'm sure you could change the internals to increase the performance considerably and then put noise packing in to bring the noise level back down. You would end up with an exhaust development arms race.
Seems to me the cost of sealed exhausts is a small price to pay for knowing there is little or no advantsge in that part of the engine.
I for one haven't heard any complaints of how this system was working. Sadly there are far more areas in this engine that are not so easily dealt with!
