7 kart used to produce weight plates that clamped to the side rails. They were not cheap mind but worked well. Check the web site toes if they still sell them.

Alternatively and equally effective is to use 2 x 32mm chassis clamps on each side. These are used for several purposes including seat stays and you position one on the cross rail and the other on the outer rail. Thereafter you simply bolt the lead to the clamps or use threaded bar cut to the appropriate length.
