The kart should sit happily with the engines on fast tickover say 1500 r.p.m without the clutches engaging. If it leaps forward on starting the engines then either one or both engines have the throttle stop screws set wrongly or one or both clutches have a fault such as a broken or disconnected spring or seized drum bearing.With the back of the kart on blocks start one engine and check for satisfactory operation , then repeat for the other.
