As Andy has posted a common cause of no tickover is a blocked idle fuel jet so check that these are clear then set the tickover by adjusting the throttle stop screw (black plastic screw on top of carb) and idle mixture screw (slotted brass screw on side of carb) to get a reliable tickover. Mixture screw should normally end up 11/2 turns out from closed. Best done with throttle cables disconnected. When you get a reliable tickover you can increase the engine speed using the throttle stop screw untl the clutch begins to 'ring'.
