Take some time removing the burred over metal and you'll be able to fit an allen key. You may need to persuade it to fit with a hammer. Also try a torx type driver which will drive from the corners rather than the flats.

You don't need to remove the clutches to change the chain.

As you have found, you need to lock the engine to stop the clutch retaining bolt from spinning.
