The problem is that each flywheel/crank combination produces a varying magnet position. If a standard stepped key was adopted the variation would still remain and there would no equalising of engine performance from this area.

What Kelvin's rule attempted to do was make the timing consistent by the use of differing thickness of keys and has the advantage that this can be achieve relatively easily with the application of a file.
