Having had a first read of the new regs, the 21.2cc volume measurement is more of an indicator (you would expect to read a minimum of 21.2cc), it's breaking the 6.6mm, 29.25mm or 28.25mm dimensions that will have you sat on Kelvin's naughty step.

So at what point does carbon build up make an engine illegal if the head and crankcase are machined to the minimum allowed dimensions when everything is new/clean?
