As said by Vic, try different cars. We found it was cheaper to insure a 523 bmw (group 14) than a peugot 306 diesel (group 4) by about 15%.This was a 21 year old with 0 no claims discount! Having more experienced drivers named on the policy made a difference as well. Admiral were the cheapest,and we have also found a significant saving by using their multicar policy this year with 3 cars. Endsleigh insurance are worth a try if he is still a student as they have reduced rates for them. But the real key to cheaper insurance is a good post code,when he moved from our quiet village to uni in Hatfield his insurance went up by 75%.
