What relevance does the argument of speed being a cause or a factor in an accident have? It is a semantic argument from which no practical conclusions can be drawn.

Essentially, there are only three camps you can be in:

1) No speed limits.
2) Variable speed limits.
3) Fixed speed limits.

In each case you would have to argue how it would make roads safer and (in Itpro's terminology) how it would be practical, enforceable and affordable.

Are people seriously arguing that because - in their minds - speed is never the cause of an accident, speed limits serve no purpose? Remember, the argument isn't about what those limits are but whether they should exist in the first place.
