For all businesses that sell to the public, who do you think will be keeping the 2.5% difference in VAT?

In my mind, the Government have focussed on the wrong thing. Putting more money in people's pockets is OK, but doesn't make a significant difference. Most "must haves" such as water, power, food, housing etc are either zero rated or reduced rated for VAT anyway. The major focus should be on employment.
