40mph will kill a pedestrian... 30mph will do them serious injury. If you have somebody who doesn't know how to drive [i.e. fresh from a test pass] with the capability to do 70mph in a built up area, they will... and you don't need chapter and verse on the consequences.
There is no reason not to have governers on cars used by those who've got their licence restricting them to 30mph [with poor acceleration] on anything but a motorway and keeping them to that for a 2 year period. Coupled with a better driver training/testing process, accidents would be dramatically reduced and insurance and the cost of motoring for these people would be much more affordable... as it should be.
