well its good you take the poor driving out of the scenario you are considering.

poor driving/walking and/or mechanical failure are the usual causes of road accidents

on the face of it you are right to say a 50mph collision is more likely to cause more damage than a 30mph one. it all depends on the collision tho.

stick a pointed metal spike thro your heart at 0.1mph and your pretty much going to die

fire a pillow at someone at 10mph and they wont be damamged much

back to your scenario tho

say you are doing 30mph and its dark and raining and you just dont see a pedestrian. bang, they are dead

say you are doing 60 on the same road but its day time and bone dry, and you can see for miles and miles. you see the pedestrian near the kerb. you slow down to 40. they see you. youve seen they have seen you, you pass them. you speed back up to 60.

now, both the above paragraphs could occur on a road with a 50mph limit.

so, speed, in itself is not dangerous.

driving at an unsafe speed however, is dangerous. part of being a good driver is knowing what is safe and what is not.
