As I have said, it is that point I would largely agree with you on, but in my view that is political in nature. The engineering of such a system and handling failure is straightforward compared to the political fallout. The system could save thousands of lives and kill ten, but people couldn't accept that such a system is better on balance. It's as if human error is somehow more acceptable than human engineering fallibilty.
