Apparently (going be discussions on the various F1 forums and websites), it's going to be on a shared basis with Spa for the European GP. The reasoning for it is because Spa makes a huge loss every year for the Belgian GP so the only way it can stay on the calender beyond 2012 is if it shares it's slot of another race, that track being Valencia.
Suzuka is in a similiar position with the Japanese GP and is wanting either:
A, get Fuji back to allow for a shared contract to host the Japan race
or
B, get Kobayashi into a top car to re-generate public interest which hasn't really been there since the Senna/Honda days.
