The high jet is the one nearest the airbox. If you are just starting in WTP, and it sounds like you are, stay with basic settings until you and your driver get used to the engine/carb/kart.
For a base line on settings, try 30-35 minutes on the low jet (the one nearest the engine)and 60- 75 minutes on the high jet.
If you are just starting, better to get your driver "in the seat" and on the track rather than worrying about precise settings.
The best advice I got was to "keep the engine a bit on the rich side and safe, so your driver can gain experience on the track: the speed will come later".
